I imagine then that much of the limited harvests go the U S. where their profits are probably higher. This would further restrict the amt of produce for sale in Mexico.

Is it labor costs? I read that Mexican farmers are having trouble finding workers because U.S. farmers are paying higher wages and the Mexican unemployment rate is extremely low. Young people are not keen to work in the sun doing manual labor these days when other opportunities are available
